Minutes E&CC03/2021 of the Environmental & Community Committee Meeting held on Thursday 16th December 2021 at 18:30.     

 

Present:        Councillors D Holmes, I Holmes, Nelson, Parker and Westerman.      

Apologies:    None received

Absent:         Councillor Tatton

Officer:          K Steels-Tallett (Parish Clerk) 

No members of the public were present.  

 

1. Chairman’s remarks.  The Chairman welcomed Councillor Nelson to the Committee.  

2. To resolve to accept Apologies for Absence and reasons given in accordance with Local Government Act 1972 S85(1).   No apologies had been received.

3. Members Declarations of Interests:

a. Members may make any declarations of interest at this point but may also make them at any point during the meeting in accordance with Metheringham Parish Councils Code of Conduct.   There were no declarations of interest.

b. Dispensations:  To consider and grant dispensation to relevant members in accordance with Metheringham Parish Councils Code of Conduct.   No requests for dispensations had been received.

4. To approve as a correct record, the minutes of the meeting held on 18th November 2021.   The notes of the meeting 18th November 2021 having been circulated prior to the meeting were taken as read and it was resolved to approve them as minutes of the meeting.  Proposed by Councillor D Holmes, seconded by Councillor Westerman and all were in favour.     

5. To consider and resolve to recommend planning for a sports pavilion in response to the recent Community Survey results.  It was agreed to look into the possibility of a Pavilion in the south west corner of the recreation field, also, to contact Western Power to organize a site visit with a view to approaching them for use of the land up to the overhead power lines.  Proposed by Councillor I Holmes, seconded by Councillor D Holmes and all were in favour. 

6. To receive an update on the options for the refurbishment of the Play Parks, Prince’s Street and Shiregate, and agree a specification to go to tender.  The Play Park refurbishment had been broken down into 4 projects.  

i) Shiregate refurbishment; painting of equipment, replacement of previously removed bouncer and removal of the adult fitness equipment.

ii) Prince’s Street; 1 set of the older swings to be relocated to Shiregate, the adult fitness equipment to be relocated to the front of the greened area, 2 timber pieces to be removed, with a pathway for disabled benches.

iii) Muga; to obtain quotations for a new Muga to be sited to the rear of the existing junior play park, similar to the Welton project.  Councillor D Holmes to invite Simon @ Kompan to provide a specification for a Muga and adult fitness area.  Including the adult fitness area within the Muga area would then lend the front greened area to be used as a Junior area; and refurbish the 2 existing wooden structures.

iv) Zip Wire; to be relocated to run parallel with the pool fence line.

Councillor D Holmes proposed Council go ahead with the Shiregate refurbishment and the front greened area on Prince’s Street as a junior area with the wooden structures being refurbished.  The existing metal gym would remain in place.  Also to look into the possibility of a trampoline being added into Shiregate.  Councillor D Holmes agreed to contact the play equipment companies for a design statement for the agreed space, to be deferred to the next meeting.  Proposed by Councillor I Holmes, seconded by Councillor Parker and all were in favour.

7. Date of next meeting.  Monday 10th January 2022 @ 18:30.  Councillor Parker would email agenda items to the Clerk by Tuesday 04th January 2022.

There being no further business the meeting closed at 20:30.
