Minutes 01/2020 of Metheringham, Sots Hole & Tanvats Parish Council Meeting held on Thursday 09th April 2020 via a Conference Call.

A Meeting of Metheringham, Sots Hole and Tanvats Parish Council was held on Thursday 09th April 2020 via a Conference Call due to COVID 19 and not being able to meet in line with Government guidance on group gatherings and social distancing.

The purpose of the Call was to decide:

1. To resolve the Council postpone the VE Day 75 Celebrations and look to reschedule in line with guidance from Bruno Peek, Pageantmaster VE Day 75 Celebrations for 15th / 16th August 2020 when we can celebrate both VE and VJ Days, both momentous points in history. It was resolved to re-schedule the celebrations for the weekend of 15th/16th August in line with guidance from the Pageantmaster. Proposed by Councillor Wilson, seconded by Councillor Walker and all were in agreement.

2. To resolve to postpone all cleaning arrangements for both the office and the library until after COVID 19 restrictions are lifted and we have made our move to the new office and the library has reopened. It was resolved to postpone all cleaning arrangements for both the library and the office until after COVID 19 restrictions are lifted and the office move has taken place and the library re-opened; when this can be reviewed. Proposed by Councillor Temple, seconded by Councillor Holmes and all were in favour.

3. To resolve to postpone the Annual Village Meeting and Annual General Meeting and communicate this to the parishioners. It was resolved to postpone both the Annual Village Meeting and Annual General Meeting and communicate to the village. Proposed by Councillor Byatt, seconded by Councillor Grummitt and all were in favour.

4. To resolve whether or not to allow members of the public to join Conference Calls (provided that it is not a closed meeting). It was resolved to request parishioners contact the Clerk with any questions they wish to raise; which will then be discussed at the next conference call and relayed back to the parishioner. Proposed by Councillor Wilson, seconded by Councillor Holmes and all were in favour.

5. Planning Applications:

i) 20/0029/FUL

Land East of Sleaford Road (B1188) and West of Dunston Road, Metheringham. Erection of 386 dwellings. Councillor Byatt declared an interest as a member of NKDC Planning Committee and abstained from voting. It was resolved that a letter be written to the local MP objecting to the timescales given during COVID 19 for responses. Also for the Clerk to draft objections to be sent to NKDC. Parishioners should also be encouraged to make their comments by 22nd April 2020. Proposed by Councillor Wilson, seconded by Councillor Holmes and all were in favour. 20/0377/HOUS

51 High Street, Metheringham. Erection of a single storey rear extension. No objections

6. MISH — to receive an update on support for MISH. Councillor Temple commented that 2,000 leaflets had been printed for delivery to residents. The local postmen had volunteered their time to deliver the leaflets Friday 10th April. The group have now changed the facebook page to an open group from a private group, they have 550 members and 20 volunteers on board who are working hard to help parishioners; collecting prescriptions and shopping.

7. Public Bodies (Admission to Meetings) Act 1960 Exclusion of the Press and the Public: To resolve that in accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960 and by reason of the confidential nature of the remainder of the business, the press and public be excluded.

8. Staffing—to receive an update on staffing matters. Councillor Byatt updated members on the current situation.

9. Date and time of future Calls: to resolve to move dates and times for future Conference Calls to Tuesday evenings for a period of 3 months — to be reviewed in line with Government guidance. It was resolved that conference calls be moved to Tuesday evenings commencing @

19:30, the next call being Tuesday 21st April and fortnightly thereafter.
