July 2021 Minutes
A meeting of Metheringham, Sots Hole & Tanvats Parish Council was held on Tuesday 27th July 2021 in the Parish Office, High Street, Metheringham.

3 members of the public were in attendance.
1. Chairman’s Remarks. The Chairman Councillor Ian Holmes; opened the meeting; made the usual housekeeping announcements, and reminded members that they must abide by the Code of Conduct at all times.
2. To accept Apologies for Absence and reasons given in accordance with Local Government Act 1972 s85(1). Apologies for absence had been received from Councillor Redpath.
3. Members Declarations of Interests:
a. Members may make any declarations of interest at this point but may also make them at any point during the meeting in accordance with Metheringham Parish Councils Code of Conduct. No declarations of interest were received.
b. Dispensations: To consider and grant dispensation to relevant members in accordance with Metheringham Parish Councils Code of Conduct. There were no requests for dispensations.
4. To approve the notes of the Parish Council Meeting held on Tuesday 08th July 2021. (circulated with agenda). The notes of the meeting 15th June having been circulated prior to the meeting were taken as read and it was resolved to approve them as minutes of the meetings. Proposed by Councillor Parker, seconded by Councillor D Holmes and all were in favour.
5. Reports from representatives on outside bodies:
a. To receive a report from the County Councillor. A report had been received prior to the meeting from Councillor Kendrick and circulated. Councillor Kendrick also reported that Lincolnshire Police had launched a campaign “What 3 Words” App which is free, allowing anyone to provide an exact location to emergency services. The works on Pelham Bridge are at the half way stage with new kerbs being installed. County Coucil are working with the local PCC to crack down on fly- tipping. The Children’s Scrutiny Committee have received high scores for services provided as have Adult Social Care services. A further £10m is being injected into highways / road repairs. County Council are looking for ideas /areas in relation to the tree project to plant 730,000 trees in conjunction with Woodland Trust. District Councillor Byatt commented he was impressed with the highway works on the A15.
b. To receive a report from the District Councillor. District Councillor Byatt reported that the consultation on the draft Central Lincolnshire Local Plan is underway and open for comments to 24th August 2021. Purple lidded bins for paper and card recycling will begin in the autumn with bins being delivered by the end of August. He was hopeful that a video will be produced concerning usage of the bins; which will be collected on a monthly basis. Free Business advice is still available at NKDC. One NK is currently closed due to being pinged by the NHS App. Councillor D Holmes commented; there is insufficient information for bin items, and reeducation was required. Councillor V Zambas was concerned about the number of bins now being presented to residents and where bins will be kept and what help is being given? Councillor Byatt advised there is an opportunity to comment on the bins on the NKDC website under Customer Feedback.
c. To receive the monthly Newsletter from the Bracebridge Heath Neighbourhood Policing Team. A report had been received prior to the meeting and circulated.
d. To receive reports from Council representatives on other outside bodies.
i. Village Hall Management Committee. The secretary of the Village Hall Committee informed Council that 1 informal meeting had been held and the AGM was later that evening.
ii. Metheringham Swimming Pool The Pool is now open for all activities with more sessions. Safety and guidance has been reviewed in light of the latest Covid guidance from Swim England. Booking is now full until the bank holiday weekend. Adult swims are a big success, with numbers almost double 2020 season. Refurbishment works will commence in September at the end of the season.
iii. Metheringham Community Hub. The Hub is still in it’s infancy; a Constitution is being worked on and the committee have committed to a terms of reference. A recent book sale raised £60.
iv. Bowls Club. The Club have 2 new members.
e. To appoint a representative for Metheringham Football Club. It was resolved to appoint Councillor Parker as the representative. Proposed by Councillor I Holmes, seconded by Councillor Zambas and all were in favour.
6. To receive written reports from all sub Committees and answer any questions arising:
As no Committees other than the General Purposes Committee currently have members, no reports are available. The General Purposes Committee will be reviewing the structure of future Committees and will report back.
7. Clerks report (attached). The Clerk’s report was received.
8. Financial Matters:
a) Accounts for payment: To consider and approve the accounts for payment. It was resolved to approve the payments. Proposed by Councillor Grummitt, seconded by Councillor D Holmes and all were in favour.
b) Installation of retractable CCTV camera pole: To consider and resolve to proceed with the installation of the replacement pole. It was resolved to proceed with the quotation received from JKBS Ltd subject to approval from the insurers. Proposed by Councillor I Holmes, seconded by Councillor Parker and all were in favour.
9. General Purposes Committee: To consider and resolve to accept the draft amendments to the Terms of Reference. It was resolved to adopt the draft amendments to the Terms of reference. Proposed by Councillor I Holmes, seconded by Councillor Parker and all were in favour.
10. Asset Register: To consider and resolve to make amendments to the asset register. It was resolved to make the necessary amendments to the asset register. Proposed by Councillor I Holmes, seconded by Councillor Parker and all were in favour.
11. Waiting Restriction – Drury Street: To consider the proposed waiting restrictions proposed by Lincolnshire County Council and comment. It was resolved to request St Wilfrids Close resident parking only. Proposed by Councillor Parker, seconded by Councillor Flintham and all were in favour.
12. Assistant to the Clerk: To consider and resolve to appoint an assistant and advertise the position. It was resolved to proceed with the appointment of an assistant to the Clerk, the Clerk would circulate the job description to Councillors. Proposed by Councillor I Holmes, seconded by Councillor Zambas and all were in favour.
13. Overtime: To consider and resolve the hours of overtime for the month of July in respect of the Clerk. It was resolved to pay the Clerk’s overtime up to the w/e 23rd July. Proposed by Councillor I Holmes, seconded by Councillor D Holmes and all were in favour.
14. Muga: To consider and resolve the relocation of the Muga equipment to a more central position east of the skate park. It was resolved to relocate the Muga equipment. Proposed by Councillor D Holmes, seconded by Councillor Parker and all were in favour.
15. Goal Post: To consider and resolve the retrospective adoption of the full size goal post located to the west side of the zip wire, donated by Metheringham football Club. It was resolved to adopt the full size goal post. Proposed by Councillor Parker, seconded by Councillor D Holmes and all were in favour.
16. Planning:
Decisions:
i) 21/0635/HOUS – 30 Alfred Avenue, Metheringham. Erection of a two storey side extension and conversion of garage to home office space for occasional use. Application approved.
ii) 21/0634/HOUS – 2a Townsend Way, Metheringham. Single storey side and rear extension (part retrospective). Application approved.
iii) 21/0701/HOUS – 8 Dunston Road, Metheringham. Raise roof to create habitable space and erection of extension to the rear. Application approved.
iv) 21/0734/VARCON – Squash Club, Fen Road, Metheringham. Vary condition 6 of the approved plans 16/0277/FUL. Application approved.
17. Public Bodies (Admission to Meetings) Act 1960 Exclusion of the Press and the Public: To resolve that in accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960 and by reason of the confidential nature of the remainder of the business, the press and public be excluded. It was resolved to move into closed session. Proposed by Councillor Peek, seconded by Councillor D Holmes and all were in favour.
18. Co-option: To consider an application for co-option received from a Parishioner. (attached) It was resolved to co-opt Jordon Manu onto the Parish Council. Proposed by Councillor Parker, seconded by Councillor Flintham and all were in favour.
19. Building of Local Significance: To consider and resolve to support the actions of Peter Wakeling in the formation of a Local Group to be established with the aim of securing an option to either purchase or lease the Mill building with a view to placing it into some form of community ownership or management; and to perform all necessary renovation work to be restored as a fully functional mill, an attraction bringing people to the village, thereby supporting local businesses. It was resolved to support the actions of Peter Wakeling in the formation of a Local Group in name only. Proposed by Councillor D Holmes, seconded by Councillor Zambas and all were in favour.
