August 2021 Minutes

 A meeting of Metheringham, Sots Hole & Tanvats Parish Council was held on Tuesday 24th August 2021 in the Parish Office, High Street, Metheringham.

No members of the public were in attendance.
 
1. Chairman’s Remarks.  The Chairman Councillor Ian Holmes; opened the meeting; made the usual housekeeping announcements, and reminded members that they must abide by the Code of Conduct at all times.  Councillor Holmes thanked Councillors for recent progress made. 
2. To accept Apologies for Absence and reasons given in accordance with Local Government Act 1972 s85(1).   Apologies for absence had been received from Councillors D Holmes, Rymer and Zambas.  It was resolved to acceptance the apologies.  Proposed by Councillor Grummitt, seconded by Councillor Parker and all were in favour.     
3. Members Declarations of Interests:
a. Members may make any declarations of interest at this point but may also make them at any point during the meeting in accordance with Metheringham Parish Councils Code of Conduct.   No declarations of interest were received.
b. Dispensations:  To consider and grant dispensation to relevant members in accordance with Metheringham Parish Councils Code of Conduct.  There were no requests for dispensations.
4. To approve the notes of the Parish Council Meetings held on Tuesday 27th July 2021, Monday 02nd August 2021, Thursday 12th August and Tuesday 17th August 2021.  (circulated with agenda).  The notes of the meetings Tuesday 27th July 2021, Monday 02nd August 2021, Thursday 12th August and Tuesday 17th August 2021 having been circulated prior to the meeting were taken as read and it was resolved to approve them as minutes of the meetings.  Proposed by Councillor Peek, seconded by Councillor Flintham and all were in favour. 
5. Reports from representatives on outside bodies:
a. To receive a report from the County Councillor.  A report had been received prior to the meeting from Councillor Kendrick and circulated.  Lincolnshire County Council have launched a new interactive map showing road maintenance in the area.  New pothole repair kits are being purchased.  Chefs and food businesses are being invited to take part in the Greater Lincolnshire menu contest for Lincolnshire Day.    
b. To receive a report from the District Councillor.  No report received,
c. To receive the monthly Newsletter from the Bracebridge Heath Neighbourhood Policing Team.   A report had been received and circulated prior to the meeting. 
d. To receive reports from Council representatives on other outside bodies.
i. Village Hall Management Committee – a report had been received from Councillor Rymer.   
ii. Metheringham Swimming Pool – the pool is coming to the end of the season, a full report will be provided at that point. 
iii. Metheringham Community Hub – the Hub committee had met and are progressing the future use of the building.
iv. Bowls Club – a taster session had taken place with a potential new member.  
v. Metheringham Football Club – the club are keen to progress the memorandum of understanding.  The goal posts had once again been pulled out of the compound and damaged. 
6. To receive the minutes of Committee meetings:
a) General Purposes Committee
b) Queen’s Platinum Jubilee Committee
The minutes of the committee meetings were received and noted.
7. Clerks report (attached).  The clerk’s report was received.
8. Financial Matters:
a) Accounts for payment:  To consider and approve the accounts for payment.   It was resolved to approve the payments.  Proposed by Councillor Parker, seconded by Councillor Flintham and all were in favour.
9. Overtime:  To consider and resolve the hours of overtime for the month of August in respect of the Clerk.  It was resolved to approve the overtime.  Proposed by Councillor Manu, seconded by Councillor Westerman and all were in favour.
10. Remembrance Sunday:  To receive a report on Remembrance Sunday 2021.  An update was received from the Clerk on the Remembrance Sunday service.
11. Christmas Tree Lighting:  
i. To consider and resolve to hold the annual Christmas Tree lighting Sunday 5th December 2021 in conjunction with Metheringham Christmas Market.  It was resolved to hold the tree lighting ceremony Sunday 5th December 2021.  Proposed by Councillor I Holmes, seconded by Councillor Flintham and all were in favour.
ii. To consider and agree a budget for the purchase of Christmas lights.  It was resolved to approve a budget of £600 for the purchase of Christmas Lights.  Proposed by Councillor I Holmes, seconded by Councillor Grummitt and all were in favour.
iii. To consider and resolve to move the siting of the Christmas Tree from the War Memorial Garden to a site at the front of the Parish Office.  It was resolved the Christmas Tree remain in the War Memorial Garden.  Proposed by Councillor Parker, seconded by Councillor Westerman and the majority were in favour.  Councillor I Holmes abstained from voting. 
12. Salix Funding:  To consider applying for Salix Funding to replace street lighting to Led bulbs.  It was resolved to apply for Salix Funding to replace street lighting to LED bulbs.  Proposed by Councillor I Holmes, seconded by Councillor Parker and all were in favour.
13. Parish Crest:  To consider and resolve to proceed with the draft updated Parish Crest.  It was resolved to proceed with the draft updated Crest subject to a minor amendment.  Proposed by Councillor I Holmes, seconded by Councillor Parker and all were in favour.
14. Lincolnshire Riparian Project:  To consider and resolve to participate in the Lincolnshire Riparian Working Group to improve the way that riparian watercourses are managed.  It was resolved to participate in the Riparian Project.  Proposed by Councillor I Holmes, seconded by Councillor Flintham and all were in favour.
15. Covid19 Recovery Grant:  To consider and resolve the virement of the provisional balance of remaining Covid19 Recovery Grant Funds; £2,100, to a Christmas Event Fund.  It was resolved to vire the remaining funds of £2,100 to a Christmas Event Fund.  Proposed by Councillor Parker, seconded by Councillor Flintham and all were in favour.
16. Planning Applications:
i) 21/0899/HOUS – 13 Drury Street, Metheringham.  Proposed front and rear single storey extension and associated internal alterations.  Council had no comments.
ii) 21/1015/FUL – 15 High Street, Metheringham.  Change of use of restaurant (use class E) to mixed use of restaurant (use class E) and take away (sui generis) with new external fascia and hanging sign.  Council had no comments.
iii) 21/1016/ADV – 15 High Street, Metheringham.  New external fascia applied lettering sign with halo lighting and hanging sign.  Council had no comments.
iv) 21/1078/FUL – 1-2 Brickyard Cottages, Fen Lane, Metheringham.  Change of use of field to glamping area to include 7 no glamping pods, 1 no shepherds hut and 1 no toilet/shower block.  Council had no comments.
v)  21/1102/HOUS – 4 Bona Close, Metheringham.  Erection of porch and single storey side extension.    Council had no comments.
