September 2021 Minutes
A meeting of Metheringham, Sots Hole & Tanvats Parish Council was held on Tuesday 28th September 2021 in the Parish Office, High Street, Metheringham.

No members of the public were in attendance.
1. Chairman’s Remarks. The Chairman Councillor Ian Holmes; opened the meeting; made the usual housekeeping announcements, and reminded members that they must abide by the Code of Conduct at all times. Councillor Holmes reported it had been a productive past month and communication is progressing with outside bodies.
2. To accept Apologies for Absence and reasons given in accordance with Local Government Act 1972 s85(1). Apologies for absence had been received from Councillors Flintham, Grummitt and Zambas. It was resolved to acceptance the apologies. Proposed by Councillor Peek, seconded by Councillor D Holmes and all were in favour.
3. Members Declarations of Interests:
a. Members may make any declarations of interest at this point but may also make them at any point during the meeting in accordance with Metheringham Parish Councils Code of Conduct. No declarations of interest were received.
b. Dispensations: To consider and grant dispensation to relevant members in accordance with Metheringham Parish Councils Code of Conduct. There were no requests for dispensations.
4. To approve the notes of the Parish Council Meeting held on Tuesday 24th August 2021. (circulated with agenda). The notes of the meeting Tuesday 24th August 2021 having been circulated prior to the meeting were taken as read and it was resolved to approve them as minutes of the meetings. Proposed by Councillor Peek, seconded by Councillor Westerman and the majority were in favour. Councillor Rymer abstained from voting not being present at the meeting.
5. Reports from representatives on outside bodies:
a. To receive a report from the County Councillor. A report had been received prior to the meeting from Councillor Kendrick and circulated. Lincolnshire County Council are to allocate a further £10 million into road maintenance. There had been a good response to recruitment for the fire service, in the main retained officers. The tree project closure is imminent, with a new round in the new year.
b. To receive a report from the District Councillor. No report available.
c. To receive the monthly Newsletter from the Bracebridge Heath Neighbourhood Policing Team. A report had been received and circulated prior to the meeting.
d. To receive reports from Council representatives on other outside bodies.
i. Village Hall Management Committee – no report available, Cllrs requested the Clerk request a report as oppose to the representative.
ii. Metheringham Swimming Pool – the clerk was requested to contact LCC regarding signage to the pool from B1188.
iii. Metheringham Community Hub – a reported was received. A meeting of volunteers has been arranged for October.
iv. Bowls Club – a request for a meeting with the Bowls Club.
v. Metheringham Football Club – the club are to have an open weekend to form an under 7’s team. The Club thanked the Clerk for assistance with grass cutting issues.
6. To receive the minutes of Committee meetings:
a) General Purposes Committee
b) Queen’s Platinum Jubilee Committee
The minutes of the committee meetings were received and noted.
7. Clerks report (attached). The clerk’s report was received.
8. Financial Matters:
a) Accounts for payment: To consider and approve the accounts for payment. It was resolved to approve the accounts for payment. Proposed by Councillor I Holmes seconded by Councillor D Holmes and all were in favour.
b) Annual Return 2020/2021: To approve the conclusion of the audit for 2020/2021 and posting of the notice for a period of 14 days. It was resolved to approve the conclusion of audit and post for a period of 14 days. Proposed by Councillor I Holmes seconded by Councillor Rymer and all were in favour. Councillor Rymer thanked the Clerk for her work.
9. Overtime: To consider and resolve the hours of overtime for the month of August in respect of the Clerk. It was resolved to approve the Clerk’s overtime hours. Proposed by Councillor Parker seconded by Councillor D Holmes and all were in favour.
10. Covid19 Recovery Grant: To discuss the applications received and resolve to award provisional post Covid 19 Grant monies to applicants as resolved 17the August 2021. It was resolved to award additional grant monies to:
Metheringham Brownies £350 Proposed by Councillor I Holmes seconded by Councillor Parker and all were in favour.
Metheringham Guides £260 Proposed by Councillor Parker seconded bu Councillor D Holmes and all were in favour.
Metheringham Football Club £500 Proposed by Councillor Rymer seconded by Councillor Westerman and all were in favour.
Metheringham Bows Club. It was resolved to postpone the application until after a meeting with the Club. Proposed by Councillor Parker seconded by Councillor I Holmes and all were in favour.
Metheringham Hand in Hand. It was proposed to postpone the application until after their AGM. Proposed by Councillor Parker seconded by Councillor D Holmes and the majority were in favour. Councillor Peek abstained from voting.
11. Litter Picking Grant: To agree the annual report for the grant application. It was resolved to agree the annual report for submission to NKDC. Proposed by Councillor I Holmes seconded by Councillor D Holmes and all were in favour.
12. General Purposes Committee: To consider and resolve to appoint Councillor Manu as a member of the Committee. It was resolved to appoint Councillor Manu to the General Purposes Committee. Proposed by Councillor I Holmes seconded by Councillor Parker and all were in favour.
13. Planning Applications:
i. 21/1158/FUL – 7 Station Road, Metheringham. Proposed two new bungalows with detached garages. Council had no comments.
ii. 21/1210/FUL – New Haven, 30 High Street, Metheringham – Alterations to outbuildings, including conversion of one into an annex. Council had no comments.
Intended Works to Trees in a Conservation Area:
i) 21/1257/TCA – 33 Drury Street, Metheringham. T1 Rowan – reduce height to 3m overall.
ii) 21/1266/TCA – 33 Drury Street, Metheringham. T1 elder and T2 Variegated Pittosporum – crown reduction to reduce the overall height to about 1.5m. Reducing the spread to maintain a balanced shape.
iii. 21/1340/TCA – 24 Drury Street, Metheringham. T1 Conifer – reduction and reshape to give finished height 4m, width 1m; T2 Box – fell.
iv. 21/1389/TPO – 16 Pullman Close, Metheringham. T1 & T2 – Pines – Fell.
Decisions:
i) 21/0934/HOUS – White House, Metheringham Fen Lane, Metheringham. Proposed side extension and alterations. Application approved.
ii) 21/1015/FUL – 15 High Street, Metheringham. Change of use restaurant (use class E) to mixed use of restaurant (use class E) and take away (sui generis). Application approved.
iii) 21/1016/FUL – 15 High Street, Metheringham. New external fascia applied lettering sign with halo lighting and hanging sign. Application approved.
