General Purposes & Finance Committee 07th February 2022 Minutes
Minutes GPC07/2022 of the General Purposes Committee Meeting held on
Monday 07th February 2022 at 18:30.
Present: Councillors D Holmes, I Holmes, J Manu, K Parker, K Rymer and V Zambas.
Apologies: None received.
Officer: K Steels-Tallett (Parish Clerk)
No members of the public were present.
1. To resolve to accept Apologies for Absence and reasons given in accordance with Local Government Act 1972 S85(1). No apologies had been received.
2. Members Declarations of Interests:
a. Members may make any declarations of interest at this point but may also make them at any point during the meeting in accordance with Metheringham Parish Councils Code of Conduct. There were no declarations of interest.
b. Dispensations: To consider and grant dispensation to relevant members in accordance with Metheringham Parish Councils Code of Conduct. There were no requests for dispensations.
3. To approve as a correct record, the minutes of the meeting held on 06th December 2021. The notes of the meeting 06th December 2021 having been circulated prior to the meeting were taken as read and it was resolved to approve them as minutes of the meeting. Proposed by Councillor I Holmes, seconded by Councillor D Holmes and all were in favour.
4. General Purposes and Finance Committee: To consider and resolve to present the amended draft Terms of Reference for the Committee to full council for adoption. It was resolved to accept the revision detailed; subject to minor amendments and present to full Council for adoption. Proposed by Councillor Rymer, seconded by Councillor D Holmes and all were in favour.
5. Policies and Procedures: To consider and agree a schedule of dates to review Council’s Policies and Procedures. It was resolved to proceed with the schedule of review dates. Proposed by Councillor I Holmes seconded by Councillor I Holmes seconded by Councillor Manu and all were in favour.
6. Loan Agreement: To consider the draft Agreement and resolve to present to full Council for adoption. Councillor Rymer declared an interest in the agenda item as a Trustee of Metheringham Swimming Pool. It was resolved to accept the draft Agreement; subject to minor amendments and present to full Council for adoption. Proposed by Councillor Manu seconded by Councillor D Holmes and the majority were in favour. Councillor Rymer abstained from voting.
