General Purposes Committee Minutes 14th September 2021

Minutes GPC03/2021 of the General Purposes Committee Meeting held on 
Tuesday 14th September 2021 at 18:30.     
 
Present:        Councillors D Holmes, I Holmes, K Parker and K Rymer.    
Apologies:    Councillor V Zambas
Officer:          K Steels-Tallett (Parish Clerk) 
No members of the public were present.  
 
1. To resolve to accept Apologies for Absence and reasons given in accordance with Local Government Act 1972 S85(1).  Apologies had been received from Councillor Zambas.  It was resolved to accept the apologies, proposed by Councillor I Holmes, seconded by Councillor Parker and all were in favour.
2. Members Declarations of Interests:
a. Members may make any declarations of interest at this point but may also make them at any point during the meeting in accordance with Metheringham Parish Councils Code of Conduct.   There were no declarations of interest.
b. Dispensations:  To consider and grant dispensation to relevant members in accordance with Metheringham Parish Councils Code of Conduct.   There were no requests for dispensations.
3. To approve as a correct record, the minutes of the meeting held on 05th August 2021.     The notes of the meeting 05th August 2021 having been circulated prior to the meeting were taken as read and it was resolved to approve them as minutes of the meeting.  Proposed by Councillor I Holmes, seconded by Councillor D Holmes and the majority were in favour.  Councillor Rymer abstained from voting.
4. Committee Structure:  To consider the structure of future Committees; to make the decision process more streamlined and efficient, and make recommendations to full Council.    It was resolved the Committee structure would be General Purposes Committee (existing), Community & Environment Committee, Communications & Staffing Committee.  A Finance Committee would be created as a further review of the General Purposes Committee in January 2022, and create draft Terms of Reference to present to Council for adoption (appendix A).  The Queen’s Platinum Jubilee Committee will be disbanded following the celebrations June 2022.  Proposed by Councillor Parker, seconded by Councillor I Holmes and all were in favour.   
5. Date of next meeting.  Wednesday 29th September @ 18:30.
